The regular meeting of the vestry of St. John’s Church, Elizabeth City Parish, Hampton, Virginia was held on November 9, 1999. The meeting was called to order at 7:03 PM by The Rev. Richard L. Vinson, and an acting registrar was present.
Those present were Marian Blount, Dan Clark, Letia Drewry, Frank Edgar, Sr., Billie Einselen, Rick Harman, Keith Hatch, Richard Hayes, Jane Heiby, Vestal Lewis, Leo Vaisvil, Lew Vermillion, and Treasurer, Warren Spratley.
Absent were Nancy Adams and Connie Heath.
Devotions were given by Letia Drewry.
Review of Minutes and Agenda: The minutes of the October 12, 1999 meeting were approved as mailed. A request by the Outreach Commission was added to the agenda.
Registrar’s Report: Rick Vinson acknowledged correspondence from H.E.L.P. and Canterbury Center for Campus Ministry. He also indicated that the emergency call list with Johns Brothers Security needs to be updated.”
Treasurer’s Report: The Income and Expense Statement for the month ending October 31, 1999 and the Special Accounts Statement were reviewed (Attachment #1,2). A $40,000 excess in the bank account at the beginning of the year is covering the overage in expenses. Prepayment of 2000 pledges is expected. Posting for 1999 should be finisled in the next few weeks. Mr. Spratley reported a bank balance of$16,456.13 as ofNovember
Mr. Spratley reported that the Diocesan Pledge for 1999 was $67,747.00 and that we could probably safely increase the amount of the pledge for 2000. He suggested pledging the current amount by the diocese’s new December deadline or waiting until January to pledge an increased amount. It was moved and seconded that we make the pledge at the December meeting. The motion carried.
Copies of the audit were distributed and it was noted that there are funds that should be included that have not been in the past.
The Stewardship Campaign is moving along well with 60 pledges totaling $156,000 to date.
Wardens’ Reports: Letia Drewry reported hearing many favorable comments regarding the Stewardship Dinner held on November 3, and thanked Elaine Holt and all involved for their efforts.
Lew Vermillion reported that the west window on the church tower and a door in the parish house have been repaired. Scaffolding will be in place next week for roof repairs to the church. The repointing of brick on the west and south sides of the tower remains to be done.
Rector’s Report: Rick Vinson reminded the vestry of the mini-retreat to be held Saturday, November 13, from 9AM to noon at the Bagley’s Beach House. He distributed handouts on values clarification and interim goals and tasks for the vestry to use to prepare for the mornmg.
Other Business: On behalf of the Outreach Commission, Vestal Lewis suggested that the Christmas Offering be divided equally between H.E.L.P. and Youth Challenge. The vestry approved.
Mr. Lewis also requested that the vestry change the amounts of and the funds from which monies for the already approved Outreach distribution for 1999 would come. The unexpected Franklin Flood donation from the Charitable Trust, coupled with budgeted donations, would deplete the Charitable Tmst monies available for distribution. Mr. Lewis moved that the budgeted donatjon to Chan.’1el to Brazil for Christ be decreased from $1,000 to $500 and that the donation to Iec1Js on Wheels come from the Nickerson Estate rather than the Charitable Trust. Frank Edgar suggested that the motion be amended such that the Nickerson Estate be used for Channel to Brazil and the Charitable trust be used for Meals on Wheels since the Nickerson Estate is youth oriented. The amended motion was seconded and it carried.
I Rick Vinson reported that the lease on the copier in the office runs out in January. A new copier, which would cost $14.83 more per month to lease than the existing one, is on loan. It has the capability for the return if in-house publication of the Epistle which runs about $45 at Kinko’s. A motion was made and seconded that Rick Vinson have the authority to negotiate the lease of a new copier with Data Fax, Inc. The motion carried.
The Rev. Vinson discussed the request of Kathy Dansey for a salary increase. The request will be presented to the Finance Commission. He wants to look at salaries in general and develop a plan to bring them in line where necessary. Job descriptions, a Policies and Procedures Manual, and the format for staff evaluations need to be developed.
Molly and Nelson Durden will come to the January 2000 vestry meeting to discuss planning for the 2010 celebration of the parish’s 400th anniversary. Robert Claiborne, Property Planning Commission Chair, will work with them.
