Special Vestry Meeting, March 17, 1999

Wednesday, March 17, 1999

A special meeting of the vestry of St. John’s Church, Elizabeth City Parish, Hampton, Virginia was held on Wednesday, March 17, 1999 in the parish house, the rector being in the chair and the registrar being present.

Those present were: The Rev. Rodney L. Caulkins, Nancy Adams, Elizabeth Brauer, Dan Clark Peter Dolezal, Letia Drewry, Nelson Durden, Frank Edgar, Sr., Rick Harman, Keith Hatch, Bill Mace, Lew Vermillion. and P. Warren Spratley Jr., Treasurer.

Absent were: M.O. McKinney, Wendy Cumming, and Connie Heath

Guests: James Tormey and Robert Claiborne

CALL TO ORDER

A motion was made and passed that the guests be given seat and voice at the meeting.

The rector distributed a reminder of the Bishop’s Day with vestries on March 20, 1999 and of the vestry retreat, May 21-22, 1999.

Hoffman House building purchase report was given by Bill Mace, who stated that he had been invited by the St. John’s Endowment Fund board of directors to meet and answer five quests.

  1. What to do with the building
  2. Legalities of purchase as to title.
  3. Will Hoffman House building be incorporated into the church property
  4. Why not build on the vacant lot next to the jail?
  5. Amount of rent.

Mr. Mace has asked the Registrar to attend the meeting that will be held at the Parish House on 3/24/99. It was announced that funds are available to construct a ramp from the north door of the church building toward the Parish House.

There is one proposal for a 16′ ramp and another proposal for a 32′ ramp. Mr. Tormey, Co-Chairperson of the Property Planning Commission asked the vestry to reconsider the motion approving the 32′ ramp that was passed at the February, 1999 regular meeting. Mr. Tormey set forth the reasons for the reconsideration of the motion. Robert Claiborne, Co-Chairperson of the Property Planning Commission also made a presentation for reconsideration of the motion. After discussion a motion was made that the vestry rescind the motion of the vestry that was adopted at the February, 1999 regular vestry meeting approving the 32′ ramp, and that the vestry approve a 16′ ramp as shown on the attached drawing. A motion to table the motion did not pass. A vote was then taken on the main motion to rescind the vestry action taken at the February, 1999 meeting in regard to a 32′ ramp and to approve a 16′ ramp. The motion passed.

The meeting was then turned over to Bill Mace, Senior Warden, who gave the report of the Executive Committee on the approach to consider the recommendation by Bishop Bane and the Rev. Donna-Mae Siderius.

The Executive Committee recommended that three vestry members be appointed by the vestry to make inquiries of the references given in the resume of the person that has been recommended as Interim Rector. The vestry would then meet and decide if the vestry wants to interview the applicant after hearing from vestry members appointed to speak with the references, and based on other comments of the vestry. Connie Heath, Lew Vermillion, and Bill Mace were appointed and they are to report to the vestry at the April 1999 regular vestry meeting.

Mr. Mace also reported that Howard Saunders may be our supply Clergy from the time Elisa D. Wheeler leaves and the Interim Rector arrives. David LaSalle may also be a supply Clergy.

Bishop’s Day was commented on by Mr. Mace.

A motion was made that the vestry request $3,500.00 from the St. John’s Endowment Fund to repair the wall at the 2nd site of St. John’s Church. The motion passed.
